Midland Engineering Limited is prepared and qualified to provide interpretation and assistance in preparing programs, systems and documentation to satisfy the requirements of the Risk Management Planning Rule.

The final Risk Management Planning Rule which was provided by the Environmental Protection Agency (EPA) and Occupational Safety and Health Administration (OSHA) for chemical accidental release prevention was published June 20, 1996. Regulated facilities will have until June 20, 1999 to comply with the Rule. Under the final Rule, risk management programs for covered facilities with the potential to cause offsite consequences from a release must consist of:

  1. A hazard assessment of regulated substances that are onsite in greater than threshold quantities.
  2. A prevention program for covered processes.
  3. An emergency planning and response program.

The hazard assessment aspects contain several key components, including requirements to evaluate a range of potential release scenarios for each of the toxics and flammables processed onsite in excess of threshold quantities. A worst case release scenario is to be evaluated for all regulated toxics and regulated flammables onsite.

An integrated management system will be provided to implement a loss prevention program using Process Safety Management (PSM) programs. Facilities that set up PSM programs find that the effort requires significant expenditures of resources. A safety management program and safety improvement system provide benefits other than safety, including:

  • Increased plant efficiency.
  • Improved communication.
  • Reduced rework and downtime.
  • Streamlined business processes.
